As from 1 July 2016, and with the exception of individual aid awards below EUR 500 000, Member States must publish on a comprehensive State aid website, at national or regional level, at least the following information on notified State aid measures: the full text of the aid scheme and its implementing provisions or legal basis for individual aid, or a link to it; the identity of the aid awarding authority; the identity of individual beneficiaries; the form and amount of aid awarded to each beneficiary; the date of award; the type of beneficiary (SME or large enterprise); the region in which the beneficiary is located (at NUTS level II); and the principal economic sector in which the beneficiary has its activities (at NACE group level) (46).

Member States must ensure the publication of the following information on a comprehensive State aid website, at national or regional level: the full text of the approved aid scheme or the individual aid granting decision and its implementing provisions, or a link to it, the identity of the granting authority/(ies), the identity of the individual beneficiaries, the form and amount of aid granted to each beneficiary, the date of granting, the type of undertaking (SME/large company), the region in which the beneficiary is located (at NUTS level II) and the principal economic sector in which the beneficiary has its activities (at NACE group level).

Notes that the current system does not ensure a full transparency of the beneficiaries of ERDF/CF support; in the current framework, the Commission provides a portal with access to lists of beneficiaries available on national websites, which are only in the respective national language and without following common criteria; expects the future regulation covering the structural instruments to ensure that Member States provide the data on the final beneficiaries of ERDF/CF funds to be published on the Commission's official website in one of the three working languages of the Union and based on a set of common criteria to allow comparison and detection of errors;

33. Urges the Commission to plan a non-decrease in real terms of overall funding for each beneficiary; notes that this calculation should be made taking into consideration the following: a) the ratio of overall programmed IPA assistance to each country’s GDP should not decrease in relative terms even if, in real terms, the denominator (GDP) for each beneficiary country has shown a cumulative increase over the period 2007-2013; b) the number of countries with access to funding through the future instrument is likely to decrease with the accession of Croatia, which would potentially change the comparative redistribution within the pool of funding; c) with the suggested changes to the new Instrument serving to remove differentiation between countries on the basis of their candidacy status, more countries will be able to access funding – hitherto inaccessible to non-candidate countries – earmarked for policy areas focusing on socioeconomic development; recommends, in this context, that no beneficiary be precluded from sufficient and fair access to funding due to limited EU resources, in particular as regards the policy area of institution-building;
